I was just watching a local PBS program here "Greater Boston" and they were doing a piece on Oil prices and Joe Kennedy who runs Citizen Energy here in the North East (helps get oil to families in need)
He told a story of when he first went to Congress. He was asked what committee he was interested in, he said of course he was interested in Energy, even back then he was involved in helping those in need stay warm in the winter.
He was told he needed to go speak to Congressman Dingel. He want to see him that night and he described the conversation like this: Dingell: "What state are you from?" Kennedy: "Massachusetts" Dingell: "You like clean air there in Massachusetts don't you." Kennedy: "Yes." Dignell: "Well I'm from Detroit and we don't! There's no way in hell you're serving on my committee."
