2. the 5pm NOAA forecase has downgraded it to a TS...
and doesn't expect it to pick up enough speed to redevelop hurricane (>73mph winds).

Maybe you're just talking about the forecast, but "redevelop" sort of implies that it once was a hurricane? Anyway, it does seem that Fay won't reach hurricane force. Too much shear, not enough time left over water.

4. Hmmm, Fay might be trying to make a fool out of me!
Stalled just north of the keys, pressure dropping with an apparent eye trying to form, and 5 mph gain in wind speed. Needs another ~10 mph to be a hurricane at this point. Still more likely than not that it will remain a TS, but I don't think there's any doubt that it is currently intensifying and appears to be moving slower than predicted, so...

Ya never know.
