1. Many states have passed Renewable Energy Portfolio Standards in the last few years

The generating companies have been instructed to add renewable capacity in stages. I think Ohio will have 25% renewable energy in 16 years.

2. Does it count if our wind energy is all sent out of state?

We have lots of turbines, as does Wyoming and Kansas, but I am told at least here in Nebraska the power produced is sent to California.
