Los Angeles Dept. of Water and Power to Reduce Solar Rebates

Those watching the America's solar power incentive scene lately might be inclined to believe that the honeymoon – inspired in part by the American Recovery and Reinvestment Act of 2009 (ARRA, also known as the stimulus) – is over.

One of the most poignant examples comes from sunny California, where solar energy is almost a cult, thanks to an initiative from both Governor Arnold Schwarzenegger (S-14-08) and the California Air Resources Board (CARB) to up the state’s renewable portfolio standard, or RPS, to 33-percent by 2020.

So when, on Nov. 2, the Los Angeles Dept. of Water and Power, or LADWP, announced that it was reducing solar rebates from $3.24 per watt of solar photovoltaic (PV) power installed, to $2.20, the gnashing of teeth – and the snapping shut of wallets – could be heard as far north as Sacramento.

The CA state rebates step down the more PV goes on line. Its not clear is LADWP is doing the same thing or not. There are also new rules that mandate payment to PV owners for generation in excess of usage. This is not nearly the end of the world as this source would have us believe
