Energy Bill - Is there anything in there for small solar/PV/wind?

I've been looking online to see if there was anything helpful for a small project we are building and I'm just not finding anything online. I know most of it was giveaway to big campaign donors businesses, but I thought I'd see if there was anything for me amongst the crumbs...

1. very recently a farmer got a Big windmill.. feds said he could not use any

of the electricity from it if he wanted to sell the excess, if he wanted to sell to the grid he could not use any of his own property for his own use... this was one from a wind farm with a generator the size of a box car.

to answer your question.. I Don't Think So....
