Planning Meltdown Results in $2.5 Billion Nuclear Mistake (Crystal River, FL)

One of the most expensive nuclear accidents in United States history happened right here in Florida a little over two years ago. And chances are, you probably never even heard about it.

In October 2009, workers putting in a new steam generator at the Crystal River nuclear plant No. 3 found a crack in the 42-inch thick concrete wall of the containment building, which serves as the last line of defense in the event of a radioactive accident.

<snip>

The Nuclear Regulatory Commission investigated the mysterious cracks and found they were the result of the procedure used by Progress Energy, which owns the Crystal River plant, to replace the steam generator.

The total cost of repairs for that mistake is now estimated to be $2.5 billion. Part of that is covered by insurance, but Progress wants customers to pony up $670 million of the costs because the cracks were an unforeseen consequence of the repair. In other words, it wasn’t the company’s fault.

1. Oh no, not their fault at all.
snip from the article>

Specifically, the two cracks developed because Progress did not follow the standard protocol for loosening the tension in steel “tendons” that line the walls. They loosened fewer of those cables than had been the norm in the 34 other steam generation replacements (all successful). And they loosened them out of order. Apparently all to save time and money.

4. Perfectly reasonable to criticize
But entirely irrational to call it a "nuclear accident".

5. And why the fuck not?
An accident or mishap is an unforeseen and unplanned event or circumstance, often with lack of intention or necessity. It implies a generally negative outcome which may have been avoided or prevented had circumstances leading up to the accident been recognized, and acted upon, prior to its occurrence.

8. There's no question that it was an accident.
It just wasn't a nuclear accident.

Not any more than a tree limb that you're pruning falling on you car and making it unusable is a car accident.

6. They are all "fuck ups" - so why don't we just all them "fuck ups" instead of accidents

9. That's fine if you prefer the last refuge of the ignorant.
It just isn't a nuclear f-up.

11. What the fuck is this shit.
The OP isn't a nuclear accident. It's a construction fuckup. No nuclear materials involved. No leak. No nothing. It's a crack in something that isn't supposed to ever have a crack in it, and it needs to be replaced before the plant can be used.

No more a 'nuclear accident' than a light bulb in a exit sign burning out inside the plant. It just needs to be fixed. It happens to cost a LOT, and should call into question the viability of the plant.

Your list is horseshit.

6-1945: Nuclear bomb dropped on the Japanese city of Hiroshima
9-1945: Nuclear bomb dropped on the Japanese city of Nagasaki2
9-1949: First explosion of Soviet atomic bomb
8-1964: First Chinese nuclear test
17-1967: First Chinese hydrogen nuclear bomb test
3-1952: First UK nuclear test

These are not accidents.

27-1974: Soviet nuclear-capable destroyer sinks in the Black Sea

This didn't involve any radioactive material, as best as I have been able to locate this thin reference.

10-1991: Failure of turbo-generator causes reactor shut- down at Balakovo nuclear power plant (Russia)

A part failure caused a safety trip? OH NO it's a NUCLEAR ACCIDENT.

29-1957: Thousands of square miles contaminated by accident at the Chelyabinsk nuclear complex (Russia)

That one was actually a lot worse than indicated. Much more than 'thousands'.

7-1967: Release of radioactivity at Grenoble nuclear power plant (France)
9-1955: Core meltdown at EBR fast breeder reactor (USA)

THESE are actually nuclear accidents. Meaning nuclear materials were involved.

Shit like 'offsite power failure' which leads to a mandated procedural shutdown of a reactor is not a goddamn NUCLEAR ACCIDENT.

12. Sure it is, sweetpea...
You might not like it, but you aren't the only one involved in how words and terms get defined. I didn't hear you complaining when other pronuclear posters here were throwing around purely make-up numbers about "solar deaths" - so when you want to pontificate about what is or is not a "nuclear accident": don't expect to be taken as an objective voice.

As for the list, no one said it was restricted to only accidents. It is, however, replete with them.

14. Actually, I have objected.
It's a nonsense term. The only POSSIBLE deaths one could contribute to that, might be people electrocuted by live panels, because the only wayt to turn them off is to cover them, and with DC at those volt/amps, deaths is pretty un-fucking-likely. Falling off roofs is falling off roofs, doesn't matter why you were up there tinkering around.

I agree, the list contains many, many ACTUAL nuclear accidents. However, you offered the list in that context. It isn't.

13. They cannot operate because their containment is compromised = nuclear fuck up

15. If the fuel was in it, and some radioactive material escaped, I would agree.
Except it wasn't, so no.

7. Nukular insurance is as financially sound as a derivative. Let FDIC handle it. nt
