OTTAWA (Reuters) - Canada's energy industry would have to cut its carbon
emissions by up to 46 percent or pay billions of dollars a year in penalties
under a climate change plan by the opposition Liberal Party.
Liberal leader Stephane Dion, seeking to counter a surge in environmental
announcements by Prime Minister Stephen Harper in recent weeks, proposed
tough new restrictions on large industries, responsible for half of Canada's
greenhouse gas emissions.
"It puts a price on carbon so we no longer use our atmosphere as a free
garbage dump, and encourages business to invest in tangibly reducing their
pollution," Dion said.
-snip-Each sector would start with its emissions in 1990 and have to achieve
the reductions needed, even if, as in the case of the oil and gas industry,
emissions have risen swiftly with output.
