Lawmakers rally to limit power of HOAs (solar panels)

While they are at it, I wouldn't mind seeing them take on the HOAs that require 80% grass landscaping, either.

Homeowners associations can tell you where to park, what signs to put in the front yard — and even keep you from using solar energy panels.

But that could change this year as the Arizona Legislature continues to hammer away at HOAs’ authority over what homeowners can do with
their property.

The latest example occurred Monday when House lawmakers overwhelmingly passed several bills seeking to curtail the power of HOAs, including one, House Bill 2593 that clears the way for homeowners to install solar energy devices over the objections of their HOA.

Recently, the commission set a goal of increasing the renewable energy produced in Arizona to 15 percent by 2025. To achieve that, the state is hoping to see solar panels go up on thousands of newly constructed homes each year.

1. That is one very simple and effective law.

2. I was encouraged that it passed 54-4 in the House.

We'll see what happens in the Senate. I hope this isn't one of those kabuki shows where the House is counting on the Senate to play bad-cop and kill it.

3. This really needs to be done on a Federal level

not unlike the satellite dish ruling from the FCC.

Also most newer developments restrict windmills as well.

Glad to hear it! Homeowners' associations that force property owners to plant grass in places like Nevada, Arizona and California that should be xeriscaped are abusing their authority and forcing people to waste water.

I don't see how homeowners' associations have any right to prohibit solar panels on roofs, either.
