ANNAPOLIS -- Just before midnight Tuesday, Delegate Joe Bartlett had given up.

The Frederick Republican was convinced his bill to exempt solar-energy devices from property assessments was dead across the hall.

The bill had been tied up in the Senate for hours earlier as Sen. E.J. Pipkin, a Caroline County Republican, was stalling in an attempt to kill it.

Shortly after, Sen. David Brinkley called from the Senate chamber to let Bartlett know the bill had actually passed -- the last piece of legislation OK'd by the Senate.
