BEIJING (AFP) - China welcomed Monday a US proposal to set up
a new global framework for fighting climate change, but insisted
such a plan should be carried out under the umbrella of the
United Nations.
"We believe that the new initiative of the White House should be
a useful complement to the UN Framework Convention and the
Kyoto Protocol and not a substitute for the two international
documents," China's economic planning chief, Ma Kai, told
journalists.
-snip-Nevertheless, Ma, the head of China's National Development and
Reform Commission, said there were "positive elements" to Bush's
strategy.
"For example, the initiative recognised the close inter-relationship
between climate change on the one hand and economic
development and energy security on the other," he said.

BEIJING, June 4 (Reuters) - China said on Monday that it welcomed
U.S. President George Bush's proposals on climate change as a "positive
change", but stressed that any new agreements should not displace the
main U.N. treaty on global warming.
