Burundian rebels refuse to deal with Zuma
Former president Nelson Mandela may have to step in to quell the continuing civil war in Burundi, where civilians are now forced to pay protection fees or face rape, looting or murder.

As negotiators and belligerents head for the final round of peace talks on Burundi next week, the key rebel faction, Force for National Liberation (FNL), is still refusing to engage in negotiations with talks facilitator Deputy President Jacob Zuma, or the Burundi government, saying they will only speak to Mandela.

Renewed fighting broke out between the two main rebel groups, FNL and Forces for the Defence of Democracy (FDD) this week, forcing thousands of people to flee their homes. The Burundi news agency reports that civilians in FDD-controlled territory are now forced to pay the rebels 500 Burundian francs (less than $1), plus 1kg of beans and 1kg of flour a week as protection.
