Marking things for the bomb squad

Rod Begbie is going around Cambridge putting Not a Bomb stickers on objects to make life easier for local bomb squads.

It would be in their best interest to cooperate with the "Not a bomb" labeling protocol, or else THEY will be late for work too, due to unnecessary bomb threats.
Putting a "Not a bomb" label on an actual bomb would ruin that whole plan, and eventually inconvenience EVERYONE, including the bombers, who also have places to go and things to do.
