You seem to forget what Kharrazi says doesn't matter.
I endorse negotiations and a softer stance, but with the people likely to boycott upcoming elections there will be no one to really negotiate with other than the hard-liners and that's extremely dangerous.
Also Iran is an absolute dictatorship. A democracy is not one where a 12-man hard-line council vet's everyone who runs for office. The council has already disqualified over 75% of the candidates for majiles. Iranians will boycott this election like they did the last.
Khamenei is the leader of the country and makes all decisions, and he's so out of touch with his people that sometimes i think the governments living on another planet.
