New extreme gun control bill proposed in California.
It is AB 962 and it is some of the most NON common sense gun legislation I've seen.

Here is one part:
______________________________________
This bill would require that commencing July 1, 2010, unless
specifically excluded, no person shall sell or transfer more than 50
rounds of handgun ammunition in any month unless he or she is
registered as a handgun ammunition vendor, as defined.
______________________________________

What the Hell is reasonable about limiting a lawful gun owner and sports shooter to 50 rounds of ammo per month?
This bill is clearly not about stopping crime but intended to stop lawful enjoyment of the shooting sports!

You can read more on it here:

1. That's idiotic.
To be a responsible pistol owner, one needs to expend at least 100 rounds/month just to stay proficient. I shoot more than that per week.

2. Where do you buy it?
Do you walk into a gun/sporting goods store or do you look for guys on the street selling it out of the trunks of their cars?

It looks like this is cracking down on ghetto sleazeballs. There is no limit on what you can buy, only what you can sell.

5. Well, if the exclusions include non-FFL dealers it is not so bad.
Except that it still seems like governmental overreaching for normal people and unenforceable for criminals, just like most restrictions.

9. It also says "transfer" and bans mail order

Which means if I take a friend out shooting, I can not give them more than 50 rounds. That sounds like a lot until you look at .22 rimfire or trap/skeet shooting.

Mail order is about the only way to buy ammunition reasonably.

13. It is also the only way to try any sort of variety.
Most stores only sell a limited variety for each caliber. Suppose I want match-grade .45LC or even .22? (Just so happens I have a 24" .45LC rifle.) A sporting goods store will not have that on the shelf.

17. Friend to friend on the range is impossible to enforce
and I sincerely doubt anyone will try.

This just gives them an extra tool to bust the sleazeballs selling it out of their cars.

18. So are anti sodomy laws between consenting adults...
Nobody is selling out of their cars. The law also bans reloading and mail order. It needs to be defeated.

6. But... if you outlaw ammo, then only outlaws will have ammo
Are you saying that you plan on using your ammo for some illegal purpose?

10. I've got two friends in Arizonia, one in Sierra Vista, one in Chandler...
They've told me that supplies are adequate for their needs. As for what stores or shops, I can
certainly try to find out.

12. Why don't they just pass a law that states...
...people have a duty to be victims because suffering in innocence is holier than surviving through violence?

11. This only separates sportsmen from businessmen
If you want to make money selling ammo, you have to get a license.

If you want to BUY, say, 1000 rounds of ammo, that's fine. But the guy who sells it has to be a registered vendor.

Now, you can certainly argue the merits of establishing a licensing system for ammo vendors. But this law isn't directed at gun enthusiasts. It's for the people selling ammo.

20. it does not seperate sportsmen from businessmen
i often trade ammo (in much larger quantities than 50) with my friends....sometimes ill buy a couple hundred rounds off them if i dont have time to go to the range...

what happens if i give up the sport but still have thousands of rounds left over....most stores won't take ammo back (liability reasons)...so my only options would be to either discard it all or let it rot in my basement?...

the intent of this law is admirable but its means are silly. It will end up punishing some poor guy at the range rather than stopping gang shootings.

19. Not just affecting sellers..
It would track purchasers, too (not sure if this is already done, but the following quote makes it look like this would..)

"ammunition vendors to obtain a thumbprint and other
information from ammunition purchasers, and would require submission
of that information to the Department of Justice, as specified."

21. What did you expect???
Cali, NY/NYC, NJ, Illinois, etc.... are the "test beds" of these types of laws. Not a SINGLE one has worked and they keep introducing NEW ones that are just "re-worded" old ones!!!!!

22. It would be nice to see *ALL* gun and ammo vendors do what Barrett did
don't sell *anything* to the State of California.

(when the .50 cal ban hit, Barrett, which makes alot of .50 cal rifles, stopped selling/servicing the California State/LEO owned ones)

26. It would be nice but few have th conviction of Barrett.
Look at how Ruger, Springfield, Colt and others already jump through hoops for CA.

CA: "When I say jump you say how high"
Gun manufacturers: "Sir Yes Sir"

23. What about taking finger prints every time you buy ammo?
"This bill would, subject to exceptions, commencing July 1, 2010,
require certain ammunition vendors to obtain a thumbprint and other
information from ammunition purchasers, and would require submission
of that information to the Department of Justice, as specified."

Are all gun owners and ammo buyer assumed to have criminal intent?

24. How would Kali replace
sales taxes lost due to De Leon's bill?

Cut ammo sales in half (or worse), tax revenue disappears, taxes invreased elsewhere to compensate?

Where do they find these people, Fascists-R-Us?

It only takes a handful of bullets to kill many......

This law, is completely stupid.....and will be completely ineffective.

Bet their will be ammo shops set up just across the state line...
