1. Great money making scheme for the gov't

Buy up all the ammo, prices skyrocket to 4 times normal price, then the gov't sells "surplus" to the minions at "only" 3 times the price.

Here in Minnesota, we still have municipal bars and liquor stores in some communities. They're fading fast, though.
