Wisc DOJ warns consumers about gun training

MADISON — The Wisconsin Department of Justice hasn’t determined yet whether online courses for concealed carry firearms training will meet requirements under the law, but the attorney working on establishing the rules said Friday that in-person training is preferred.

The law taking effect in November doesn’t specifically prohibit online instruction from meeting the training requirements to obtain a permit to carry concealed weapons. The law does require that applicants pass a course in either firearms training, firearms safety or hunter safety.

“Those of us working on it are inclined to say it would be in-class (instruction),” said Brian O’Keefe, administrator of DOJ’s division of law enforcement services. He and other DOJ attorneys are working on writing the rules that ultimately will have to be approved by the Legislature.


Attorneys were working to meet the Legislature’s intent that training be as broad-based as possible without opening it up to anyone to offer, O’Keefe said.
“We don’t want to get into a situation where someone’s kicking out certificates in their basement,” he said.

1. Though little problem has come from Vermont, I lean to training...

for a carry permit, whether open or concealed. Generally, I do not think the government (at any level) should regulate in absence of a real societal problem, and certainly little is heard about crime waves coming out of Vermont, but it seems prudent to have range instruction, concentrating on "real case" encounters while carrying. Much of the other instruction as to law, proper notification to police, etc., may be handled on-line.
