3. Some departments still have some MP5's and whatnot in the SWAT inventory...

and I know of a few who use military-surplus M16's for SWAT instead of civilian AR-15's.

I do know our local SWAT team uses civilian rifles (Rock River, actually) but I have no idea what Philly PD uses. I googled "Philadelphia SWAT" and found mostly indeterminate low-res pics, although a couple of pics were pretty clearly civilian-length barrels, and they are running optics on flattop uppers so they're probably not milsurp.

The officer in question is accused of violating the National Firearms Act prohibition on private possession of unregistered machineguns or machinegun parts outside of government service, so it appears that at least those two guns (whatever they were) were Title 2 restricted.
