Poll question: Is it possible

to design some sort of social structure that will insure only people who will not abuse weapons will have them and those who will abuse them will not?

If so please explain.

1. Lets make buyers pass a background check before they purchase..

I’ve a suggestion that IMO would be an improvement on the existing “structure”.
There are thousands of people every year who the NICS check eventually determines are prohibited but the FFL’s legally sell them firearms anyway.
The way it works is, that even when the initial response by the NICS is to delay the transaction, the FFL can (and thousands do) complete the sale if the denial determination isn’t provided within three business days. I think that could be changed to do what most folks already think happens. Until the FFL receives a proceed, an approval, the sale cannot take place, seller cannot complete the transaction.
Of course there are many more transactions outside of the ones involving FFL's and IMO those should be subject to background checks where if the buyer is prohibited by law then they shouldn't be allowed to take possession either.

2. Then rewrite the law that created the NCIS program.

Of the "thousands" that failed the NCIS background how many were prosecuted? Maybe 150 or so. To have a law that is not enforced is to have no law at all.

3. One of the most effective

means of repression used by corrupt governments is planned inefficiency and unnecessary delay. Note that elsewhere in the bill of rights the people are assured a speedy trial. A background check is not asking the government if you can have a gun. It's giving the government a chance to prove you can't have one.

The NICS system, while good, isn't perfect. Sometimes people buy guns because they need them quickly. If they have a credible threat like an abusive estranged spouse for instance.

NICS would be fine for private purchases if anonymity could be maintained. The data mining potential for a corrupt administration would be too great otherwise.
