No, it's not a headline from The Onion. The guy lives in Boulder County, Colorado.

"Jeffrey Allan Pittman... ...was behind bars after allegedly stealing a woman's bags while she was sitting on the Boulder County Courthouse lawn along the Pearl Street Mall.

It is his 176th arrest, according to criminal records.

The alleged crime occurred the day after Pittman was given an early release from the county jail...."

Does Colorado not have a "175 strikes, you're out" law or something similar?

2. Jail is not a punishment for some people

The dude has probably only been convicted of misdemeanors that do not have escalating sentences for repeat offenses. I don't know jack about Colorado law or Boulder ordinances, but something like being drunk in public might carry a 30-day sentence no matter if it's your first conviction or your 20th.

Inmates get reliable decent meals, clean clothes, a warm place to sleep, and dental care.
