The delegates said they would resume negotiations in the future but gave no specific date. While the Palestinans argued about the nature of a cease-fire, Israeli officials made clear that only a complete end to attacks on Israelis could open the way for more renewed talks with the Palestinians.
Negotiators from Palestinian factions — including Hamas and Islamic Jihad — were split over whether to offer a limited truce that would only stop attacks against civilians in Israel or a complete halt to attacks, including those against Jewish settlers and Israeli soldiers in the West Bank and Gaza Strip (news - web sites).
The failure was a major setback to what Palestinian Prime Minister Ahmed Qureia had hoped would be a way to revive the stalled U.S.-backed "road map" peace plan. Egypt, which mediated the negotiations, had wanted to present a full-scale truce to the United States and pressure Israel to move forward.
