2 Palestinians Killed by Israelis at Boundary of Gaza Strip

JERUSALEM, Dec. 15 — Israeli soldiers in the Gaza Strip shot dead two unarmed Palestinians trying to breach a fence and enter Israel before dawn on Monday. Troops also tore down Palestinian buildings in southern Gaza that the Israeli military said were linked to mortar attacks a day earlier.

Despite an overall decline in violence during the past two months, Israeli-Palestinian confrontations remain an almost daily event, while peace efforts continue to sputter.

In northern Gaza, the Israeli forces said they had spotted six "suspicious figures" near Gaza's perimeter fence shortly after midnight and had fired on the men, the military said.

Two were killed, while the other four managed to make it across the fence, the military said. One was later arrested, the military said, adding that no weapons were found on the dead men or the one detained.

The fence along Gaza's boundary, which has been in place for years, has been largely effective in preventing Palestinians from entering southern Israel during the past three years of Middle East fighting.

So any unarmed Palestinian is a potential "infiltrator" and therefor a legitimate IDF target? Pre-emptive strikes, eh?

he is attempting to infiltrate. If two of them escaped, there is no way of knowing that they were in fact unarmed.

The article in Haaretz has more detail:

IDF sources said the firing had been preceded by the proper rules of engagement and that the two men had failed to respond to the soldiers' orders.

If the group (6 Palestinians) were approached and they failed to stop or heed warnings, the assumption is that they are carrying weapons. If they were innocent, it is regretable. Three escaped into Israel, one was arrested.
