Palestinian Authority Finance Minister Salaam Fayad is threatening to resign if PA Chairman Yasser Arafat does not accept his plan for financial reforms in the PA security establishment, senior officials in Ramallah said on Sunday.
Fayad, who has been pressing for major reforms in the PA in general and its security forces in particular, told Arafat over the weekend that he would quit unless the budget was administered more transparently, the officials added.
This is not the first time that Fayad threatens to resign because of Arafat's efforts to undermine his power and block his reform plan.
Fayad has been trying over the past 18 months to persuade Arafat to change the existing procedure according to which members of the security forces are paid in cash. Fayad's reform plans envisage payment of salaries directly to bank accounts.
