Last August, the cabinet decided to adopt a plan proposed by the National Security Council to promote equality among the Arab sector. Among the ideas put forward was the proposal to appoint an Israel Arab to the directorate of all state-run companies and to increase the number of Israeli Arab in the civil service.

Some 18 months ago, the amendment was expanded to include the law regulating the State Comptroller's Office.
