Powell calls for 'urgent' dismantling of terror groups

In testimony before the Senate Foreign Relations Committee on Thursday, Secretary of State Colin Powell said that Palestinian leaders must respond to Israeli gestures of conciliation by dismantling anti-Israeli terrorist groups.

He called it a "matter of utmost urgency" and told lawmakers, "The Palestinians must move."

The secretary said it was up to Palestinian leader Yasser Arafat to convince the world that he has made a strategic decision to support a peace effort. Powell suggested that the occasional statements Arafat makes to condemn violence lack credibility.

If Israel wants the terrorist groups dismantled, it's going to
have to undertake the matter itself, that ought to be clear by
now; and frankly, I don't see that they are up to it any more than
Arafat. Are we supposed to believe that Israel could have done it
all along but they've been holding back out of a sense of propriety?
Or does it make more sense to think that they've been giving it
their best shot and have failed to make much of a dent?
