That is pretty much the policy the Soviet Union used to protect its nationals in Beirut. It did work. Anyone caught harming or kidnapping Soviet nationals was hunted down and killed, as were their families.

They didn't get kidnapped after that.

point out that this sort of mindless violence is not only
unpleasant but stupid. I've never been able to source it.
OTOH I can't find it on snopes (so far) either.

For the record, that policy seems to have worked really well
for them in Afghanistan too, and of course it's been a big
success in protecting them in Chechnya. It seems clear in
both places that no kidnappings or killings of Russian/Soviet
nationals occurred once they had properly "disciplined" the
locals.

The only effective deterrant to terrorism is punishing the immediate families of terrorists. That is harsh but the cost of terrorism must be raised to a point where even the most rabid terrorists are not willing to pay it.
