"Some of the operations the IDF carries out in the Territories are immoral, according to remarks made yesterday (Monday) by Brig. Gen. (reserve) Dov Tzedaka, who was formerly the head of the civilian administration in Judea and Samaria and ended his active duty in the IDF only two months ago.
Tzedaka spoke at a conference being held in Jerusalem on the ethical repercussions of the Israeli presence in the Territories."

"Tzedaka spoke of a particular incident which happened five years ago, when he was head of the civilian administration. He was inspecting the checkpoint at Neve-Zuf and saw two Arab adults sitting next to it. They told him that they had been sitting in the sun for four hours because they had shown "disrespect", and he decided to look into the matter. After he conducted an investigation into the conduct of soldiers at the checkpoint, Tzedaka understood that the "disrespect" was the Arabs' unwillingness to be searched in a degrading way in front of their wives and children."

"In view of this incident, Tzedaka wrote an article expressing his opinion about the problematic nature of the IDF's behavior in the Territories. According to Tzedaka, he was chastised by his colleagues after the article was published. "After I expressed my opinion in an official magazine of the State of Israel, and was not censored, I was told things like: 'you're causing damage to the system'. This is precisely what I mean by unethical", said Tzedaka."
