I wouldnt have any problem with any government disarming violent felons, but I think in general banning all civillian rights to firearms is wrong, which is not to that it is the case here, but they are certainly restricting some civillian firearm rights.
In Texas it is legal to carry openly a loaded longarm. So if this was proposed here it would be a restriction, however I'm guessing this would be considered a "normal" restriction in many other US States.
