A. Bush is either stupid and delusional to show up with such approval ratings or he knows something. He won't be greeted with flowers that's for sure
(During the RNC in 04 most New Yorkers fled when he was there.) I think they are going to confront him.

B. They release all the 84 tapes of the Pentagon crash and make a 10 minute presentation of Flight 77 crashing into the Pentagon, trying to destroy the
911 movement

C. A false-flag event and the Israelis and/or US Air Force is going to visit Tehran.

4. My prediction

If we are making predictions, here is mine.

He will visit all three sites. It will be emotional, but nothing out of the ordinary will happen that day. End of story. It will be interesting to see who is right.

As for the "Terror" level, on the 5th anniversary of the attack, with the president flying about from site to site, would it not be understandable for the "threat" level to go up, at least by one level.
