Cheney was in command at the Whitehouse during the attacks (from his book)
"The Juiciest Parts of Dick Cheney's Memoir

Sept. 11

The memoir begins with Cheney's memories from the terrorist attacks of Sept. 11, 2001. The New York Times writes that the vice president "commanded the government's response from a bunker beneath the White House" because the president was away from Washington.

"My past government experience," he writes, "had prepared me to manage the crisis during those first few hours on 9/11, but I knew that if I went out and spoke to the press, it would undermine the president, and that would be bad for him and for the country. We were at war. Our commander in chief needed to be seen as in charge, strong, and resolute -- as George W. Bush was." "

QUESTIONS:
- WHO put the VP in charge?
- HOW was the transfer of power conducted?
- WHEN was the transfer of power conducted
- WHEN and HOW was power transferred back to the President

My understanding is that the US Constitution outlines a clear and strict process under which a transfer of Presidential powers MUST take place. Certain conditions need to be present, such as the President being incapacitated.

I am not aware of ANY process outlined in the US Constitution that authorizes the President to phone the VP and say "hey Dick, why don't you take over the US Military, I'm kinda busy k?"

WTF People? Why is this issue not addressed? Oh wait.... nevermind.

3. He was in constant contact with the President
so I doubt any big decision were made without consultation.

But in any case, you will never get (and should not get) an answer to your question. It is hard to imagine a bigger national secret then continuity of government plans - we are not going to tell a potential enemy how we will make top level decisions when attacked.

4. what a load of crap!
According to Richard Clarke Cheney and his wife were down in the bunker just watching CNN not doing anything...he stayed up in the war room with other security people calling around organizing stuff. He had to go down there because they weren't even answering the phone.

I wonder if Richard will dispute this bunch of bs...

5. I surprised Richard Clark is still around
I guess he stays out of private planes. He knows a lot of the BS Bush and Cheney pulled and isn't afraid to spill the beans~

6. Cheney was in charge
He made sure that NORAD scuttled its primary mission.

He even gave orders about what to do with a certain plane approaching DC. The 9/11 commission covered, er, covered that up.

Transportation Secretary testified that Cheney was giving orders about that certain plane.
