The memoir begins with Cheney's memories from the terrorist attacks of Sept. 11, 2001. The New York Times writes that the vice president "commanded the government's response from a bunker beneath the White House" because the president was away from Washington.
"My past government experience," he writes, "had prepared me to manage the crisis during those first few hours on 9/11, but I knew that if I went out and spoke to the press, it would undermine the president, and that would be bad for him and for the country. - WHO put the VP in charge?
- HOW was the transfer of power conducted?
- WHEN was the transfer of power conducted
- WHEN and HOW was power transferred back to the President
My understanding is that the US Constitution outlines a clear and strict process under which a transfer of Presidential powers MUST take place. Certain conditions need to be present, such as the President being incapacitated.
I am not aware of ANY process outlined in the US Constitution that authorizes the President to phone the VP and say "hey Dick, why don't you take over the US Military, I'm kinda busy k?"
WTF People? Why is this issue not addressed? Oh wait.... nevermind.
