Step 1: Every US citizen gets to make a choice of receiving one of the following:
A An Australian passport from the government of Australia
B. A UK passport from the government of the UK
C. A Canadian passport from the government of Canada
D. An Indian passport from the government of India

Because Japan is experiencing a shortage of young people, US citizens under the age of 30 will have an additional option:
E. A Japanese passport from the government of Japan

Perhaps US citizens who have adequate proficiency in the Japanese language and who are between the ages of 30 and 40 will also have the option of receiving a Japanese passport.

Step 2: All existing US passports are declared void.

Step 3: Exactly one valid US passport is created. It is given to Salman Rushdie.

Step 4: Eventually, Salman Rushdie will die of old age. Thus, the "death to America" dream and the "death to Rushdie" dream will have been fulfilled simultaneously.
