The PDF file of his testimony is here:

collapsed, I noticed a lot of people just left the lobby, and I
heard we had a crew of all different people,
high-level people in government, everybody was gone,
almost like they had information that we didn't have.
Some of them were moved across the street to the
command post.
Q. Who were you with at this time?
A. You name them, they were there.
Q. With you?
A. Yes, in the lobby. They were moving the
command post."From page 6.
He was in the North tower lobby when the South tower collapsed.
The rest of his testimony is interesting as well: he was outside and saw the first plane hit the first tower, and thus was one of the first firemen at the scene (he describes a big hole but NO fire). He also described a warning to the firemen that a second plane is coming to hit the second tower. Weird stuff.
