Can he run as VP?

The 22nd amendment reads:
1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President, when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

2. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

So could Billy run again?

1. This was ratified back in the late 40's.

Unfortunately he cannot run.

2. I understand that but

It does not speak to the VP position. Yes, he could technically become president again if the President has to leave office but he would serve out the remainder of the president's term and not be able to run again....

3. I believe that the Constitution states

that the minimum requirements to be Vice President are the same as the requirements for President. So, if you are not qualified to be president, you are also not qualified to be Vice President.

4. I think even if he was VP

he could not, unless he were to be selected by congress as Gerald Ford was. I don't think that would be possible, though.

The 12th Amendment states that anybody who is eligible for the presidency under Article II of the Constitution (a natural-born citizen age 35 or older) is eligible for the vice presidency. Clinton is a natural-born citizen over 35, so he qualifies. The putative roadblock to a Clinton vice presidency--the 22nd Amendment--doesn't apply. This hastily worded and passed amendment, designed to block another multi-multi-term presidency such as FDR's, only bars the election of a president to more than two terms in that office. It doesn't prevent a two-term president from running for the vice presidency."

So he cannot be elected president, but could be elected VP.
