You might be able to give it back too (LIFO?) (but I could be wrong).

2. Donate to other Federal candidates or Federal PACs (or set up a PAC)

or

3. Refund it.

Rudy Guiliani had a big war chest when he dropped of the NY Senate race, and those were pretty much his options.
