or non-existent. My understanding is that a walk-out would not affect a quorum. Am I wrong? Does anyone have any specifics.

i believe a quorum in just the house of representatives is 220. in the senate is is 51. so i guess at least 271 people would need to be present in order for a vote to take place.

2. There have been bills where they haven't had any Democrats in the |
|
hearings. Why didn't the quorum rules apply there?
