But most of the time, a quarum call, or a head count, is a stalling tactic that can be called off again as soon as the side who called it is ready for business to resume. It depends on who called the quorum callas to why they did it. I don't think it's eating into their time,is it? If it is, then I suspect the Repubs did it to stall Kerry.

I was only able to watch two of the speeches that mattered...Boxer's and Byrd's...but in the end I was a very happy camper because those SWEET speeches...which put a huge smile on my face...and I'm not depressed...the first since sometime before the election.
