What do we know about the unanimous consent agreements? |

I've been told in the past that there had to be unanimous consent for matters to get to the floor. If this is true, one Senator could have stopped Gonzales by saying no. Who has the facts (rather than speculation) on this issues.

Sometimes they are slipped in, but usually they are an agreement of the leaders or floor managers.
