Am being told here in Republican hell that Bush didn't inherit a surplus. Could someone give me a link disputing that. Please make sure it's "unbiased" (they'll claim "liberal media") and kinda dumbed down so that they can understand.
My blood is boiling. They've got me fired up again. The old James is coming back. I'm in a fighting mood again.

fiscal year (10/1 to 9/30) National Debt reduction as Bush "pre-spent" in 00 budget so as to lower 01 budget - and to cause to the NO national debt reduction in fiscal year talking point.
The budget surplus in CBO chart include Soc Sec surplus (but Soc Sec surplus still is part of national debt as we give Soc Sec bonds for its cash).
Clinton had 2 calendar years of "lockbox"!
