6. There is no "winner" there are or will be "winners".

They aren't elected a pres - they are electing their version of the "constitutional congress". This body is the one that will set up their law and decide on the direction of their nation (supposably). That body appoints the 2 vice pres and the 1 prez. REAL elections won't be for some time.

Seriously, this was an election for America's own good. It legitimizes the war to Americans and the rest of the world. It matters squat which candidate or party won.

Maybe some Americans believe the election was legitimate, but that does not legitimize the war. The majority of the rest of the world believe that the election was a fake, not legitimate, and they believe that there is no way this "war" (actually a military action as Congress never approved war under the War Act, but that is just a matter of definition and law, so who the heck cares) will ever be justified.

12. There are only predictions and preliminary figures. Here is what I found..

"The largest votes went to the United Iraqi Alliance (Iatilaf Iraqi Mowhad - the Candle). It includes parties and groups among the Shites and Sunnis and also included some non-Muslims minorities.

Out of 275 seats it is expected that the UIA will hold an overall majority up to 170 or even more.

Iyad Alawi ticket is coming as number 2 of the list. Kurdistan parties together achieved the third place.

Ghazi Al-Yawer ticket much behind as well as the other with no much difference between the others."

United Iraqi Alliance (UIA)
This Shiite-dominated list is expected to place first. An absolute majority would be a significant victory for them. While the important decisions of the upcoming assembly will require a two-thirds super-majority, if the UIA takes over half the seats, that would be an important psychological threshhold and also would position them closer to the two-thirds needed.

Allawi/The Iraqi List
The prime minister’s list is expected to take second or third. A plurality first would be an upset; even a close second might permit Allawi to form a ruling coalition. A third-place finish, behind the Kurds, would almost certainly keep Allawi and his associates out of the government.

The Kurdish List
Uniting the two rival Kurdish parties, the KDP and the PUK, the Kurds will likely take about 25% of the vote. It’s hard to imagine them getting much more or much less. Look for the Kurds to finish second, and to be a strong junior partner in any ruling coalition. Even if they finish third, they will be the more likely partner in a new government.

Between them, these three major parties should take 75%-90% of the vote. The following parties are generally considered to be the next finishers: the Communist Party list, President Ghazi Yawer’s list, the Constitutional Monarchy list. If any of these captures more than 10%, look for that party to be invited into the government.

17. United Iraqi Alliance is expected to "win"

in the sense that they will get the largest percentage of vote. But this is not a winner take all election, so the other parties will get representation in the assembly in accordance with their percentage showing.

As the BBC explains the role of the assembly:

The assembly first has to choose the presidency council. The council has two weeks in which to select a prime minister who has four weeks to nominate a government. There then has to be a vote in the assembly.

The whole process could go on until the end of March or the beginning of April, though if deals are done quickly, this timeframe could be shortened.

In the meantime the current interim government continues in office.
