Translation for those that do not speak blue-blooded Mainer with a fake Texas accent:

"We'll increase the amount of Pell Grant, but we'll severely cut the number of Pell Grants available."

2. Or lower the amount of money you
are allowed to make to qualify so low you'll starve to death and can't use it....
