Small Businesses translates to Big Corporations.
Why does he always emphasize "small business?" Frivolous lawsuits are mostly against big businesses.

"Protecting small businesses" re: economic issues = "Protecting the children" re: social issues

Means quaint little mom and pop outfits like:

GM, GE, Ford, Johnson & Johnson, etc.
