They look like Military people. Who are they???

Was wondering who they were. Do they always not applaud or is there something meaningful about it?

They are not appointed, I don't think. They rise through the ranks.

2. Military chiefs of staff...they don't normally applaud/stand for their CIC

It's "traditional", but I have no idea why. I suppose it would be militarily unseemly...

6. Though we know it's not true, I think the military is supposed to
be non-partisan and non-political.
