House Resolution 256 advocates a constitutional amendment that would
bar illegals from receiving medical care at public hospitals and other facilities, except in emergency situations; ban them from enrolling in public grade schools and colleges; and prohibit them from obtaining driver's licenses and other permits. It is sponsored by House committee chairs Roger Williams of Dalton (intragovernmental coordination), Bobby Franklin of Marietta (legislative and congressional reapportionment) and Ron Forster of Ringgold (interstate cooperation). None of the three could be reached for comment Friday afternoon.
Jerry Gonzalez, executive director of the Georgia Association of Latin Elected Officials, said his group will oppose the resolution. "It really does surprise and confuse me that on the one hand, Georgia is trying to become the secretariat for the Free Trade Area of the Americas," Gonzalez said, "and on the other hand the Senate, as well as the House leadership, which all say the FTAA is very important, are allowing their colleagues to put forward legislation like that."
