Bush is trading on the good will of former Presidents....
Because he has created no goodwill of his own. The European leaders only welcome him because of the trust and goodwill built up by former Presidents. Otherwise, he would be out in the cold. He now wraps himself in the good name of the United States, hoping to salvage something from those whom he spit in their faces. If not for the former presidents, he may have been taken to a small room and arrested for war crimes. He's a lucky fellow.

1. I think they're just
nice and hospititable and don't want to ruin reputation. They actually care about how they're viewed while Bush doesn't care at all by his actions and his whole holier then thou attitude.
