Most of the time, when is lips move, he's lying.

This seems to be a statement of the obvious that can mean whatever the listener wants it to mean.

In the context, he seemed to mean that the situation is quite different in Iran than it was in Iraq. I guess that means that Iran is developing nukes and is a real problem with which he doesn't know how deal, whereas Iraq was a paper tiger that he knew damn good and well would have had problems against a drill team from a boys military academy and simply provided a neurotic coward with the opportunity to pose as a war president.
