Why do Repubs, when complaining about "the government",

Why do Repubs, when complaining about "the government",
really mean Dems? Why can't it penetrate their thick skulls that we haven't had a voice in the government for at least 5 years, and probably 7, when the impeachment started? Why do they consider "the government" their enemies, but consider Frist, DeLay, Smirk, and Fat Tony friends?
