You're reading it as if the word positive refers to something good. But FOX uses positive to refer to 78,000 as a positive number, which it is. One is a positive number. Of course, as you know, anything less than zero is a negative number.

So FOX is simply using the word positive in one context while knowing that most people will think of it in an entirely different context.

This way they can make Bush sound good without technically lying.

The nation added only 78,000 jobs in May, less than half the pace of the previous three months and the smallest monthly increase in nearly two years.
