5. No-brainer.
How about another Independent Counsel to investigate this administration's disregard of the warnings of pending Al-Qaeda attack that led to the deaths of 3000 Americans on 9/11/01?

They are related....

6. No more independant counsels.
Regrettably, there is no longer any law allowing such thing today.

Still, there should be a way. An energetic district attorney should be able to file a case. Likewise, a grand jury could take on such an inquiry. All it would take is one strategic department to stand up and be counted. The Justice Department can't control all the departments under their pervue. Many DAs are independantly elected. There might be jurisdiction problems, but if the right situation comes up, something might be done. It's interesting to consider the possiblities here.
