Can a state governor refuse to send his
National Guard troops to Iraq? If not, why not? How could he be punished by the Feds for refusing? Has any governor considered this? Do you think it's a good idea?

5. there is no "let"
they are ordered to leave their state, the Governor can't order them to do other things, the president is their Commander in Chief, not the Governor

3. So what if the governor calls them up before the federal government does?

The federal government cannot pull guard members away from jobs such as fighting fires can they? What if you call them up and have them clear brush before a fire starts?

4. Mike Dukakis
Dukakis tried this and lost. It should be a federal case from the mid-80's.

6. Look at what happened when Orval Faubus tried to use the
National Guard to keeps black students from attending Central High School in Little Rock 1957. Eisenhower sent in the 101st Airborne.
