Paulie is waxing poetic about how this nation "acted" to save itself from tyanny. Acts like overtaking Native Americans, slavry and so forth. Says that September 11th came around, we did nothing and the Iraq war would be better served if we leveled it, like Hiroshima, et al.

Says if we don't "act" in the way of our forfathers, we won't have a republic.
