5. VA has a billion dollar shortfall
Byrd and Murray offered an amendment to add extra funding to deal with the VA's needs. Senators are now coming forward to add their names or support the amendment.

The VA was using a 2002 budget model. But still, the Congress knew there would be additional needs when we went to war. And the VA budget was cut, as far as I can recall. Now, they're going to approve funds to help the shortfall.

Rockefeller now talking about how the real shortfall is 1.9 billion. He's bringing up how the vets are being charged for benefits they didn't used to have to pay.
